I am launching a new Streaming video service...

I am launching a new Streaming video service, and I am looking for a tool to capture the image

edit that image, add some characters like game score, or a title, and then send that to a website

or different devices like iOS devices ( iphone, ipad, androide ), Can I do that using FLASH ?

If I can do that ( Edition activity ), it should be done before send it to the website and/or the

mobile devices, right ?.
