Is bitrate determined exclusively by host machine and device?

My wife uses FMLE for the work she does, and I've been struggling to get this thing to maintain a reasonable bitrate. We have an HP Envy Phoenix, 3.2g processor(4th gen. i7), 16g DDR3 RAM, 4g DDDR3 gpu, liquid cooled, and so on.  She is using a Logitech C920 to stream with  When she streams, we are seeing around 32% utilization at the cpu, negligible utilization elsewhere.  In any other setting, there are absolutely no issues with bitrate, and there are never any issues with Fps.  When she streams for work however, she will at times maintain the minimum bitrate requirements, and then suddenly have the bitrate plummet for a period of time: rinse, wash, repeat. When the bitrate plumets, the client side stream becomes laggy and/or pixelated. I have run every bench, stress, and network test I can think of to eliminate the machine, device, and our network/ISP as the culprit.  The server she connects to is hosted by her employer.  So is it possible that the server is actually causing the problem, rather than anything on our end, or is bitrate exclusively dependent on our machine/device?
